Introductory tenancies for all new council tenants
Homes for Haringey is now requiring introductory tenancies to all new Council tenants to discourage anti-social behaviour and other tenancy breaches. Haringey Council’s Cabinet approved the change in November 2010.
From 4 April 2011, Homes for Haringey, the Arms Length Management Organisation managing over 21,000 tenanted and leasehold properties on behalf of Haringey Council, is giving ALL new tenants an initial 12-month trial period instead of providing them, as a matter of course, with a secure tenancy at the start of their tenancy.
The change means that during the first 12 months of the tenancy if tenants causes trouble or fail to be a good neighbour, Homes for Haringey together with Haringey Council will be able to evict them much faster than previously. If, however, the new tenant behaves satisfactorily throughout the trial period and keeps to their conditions of tenancy, they will automatically move on to a secure tenancy at the end of the 12 months. A tenant on an introductory tenancy also has fewer legal rights.
Jackie Thomas, Executive Director of Housing at Homes for Haringey, said: “We know that anti social behaviour is an important issue for our residents, and we are committed to tackling it. Introductory tenancies will help us deal more quickly with tenants who commit anti social behaviour or any other tenancy breaches, and reassure neighbours and other residents that such conduct will not be tolerated.”
The move to Introductory Tenancies followed extensive consultation with residents.
Cllr Bevan said: “We consulted widely about our plans to introduce this measure and we received overwhelming support for it. As a council we have a key role to play in ensuring that our tenants comply with the conditions of their tenancy. This scheme will be just one of a number of measures to help improve the quality of life for residents. The simple message to the few tenants who misbehave is that they run the risk of losing their home.”
